SALISBURY UNIVERSITY
APPLICATION FOR USE OF FACILITIES BY EXTERNAL USERS
PURSUANT TO UNIVERSITY POLICY ON ACCESS TO CAMPUS FACILITIES
External Users who are not affiliated with the University and not required to enter into a Facilities Use License Agreement, must complete the attached Application to schedule and use space on campus for events such as rallies, speak outs, demonstrations, and distributions on the grounds of Salisbury University.
The Application must be submitted to the Campus Facilities Reservations Office
at least two (2) working days prior to the event. This is necessary for space availability/date/time planning purposes.
The individual/organization must ensure that the event is held in a safe environment and does not interfere with the educational mission and administrative functions necessary to the University’s operations. Depending on the size, nature and location of the event, different safety precautions may have to be followed. The University may determine that security is necessary at the event and will discuss this with the requestor prior to approving a reservation of facilities.
Camping (i.e., staying outside overnight or indoors in a non-residential building) is not permitted on University property without prior permission from Conference Services, pursuant to a Facilities Use license agreement. Lodging in a University residence hall is permitted only pursuant to a Conference Services license agreement or Housing and Residence Life contract.
Signs, banners, flags and similar items that are carried must be constructed entirely of soft material such as cardboard or cloth, and should not be attached to rigid sticks or poles. Signs must not block visibility or access to University facilities or property. They may be no larger than 10ft x 10ft without University permission. The University reserves the right to limit use of items constructed by rigid sticks, poles or other potentially dangerous materials. Vehicles are restricted to roadways and parking lots. Vehicles may not be driven into the interior of campus.
Amplified sound, including bullhorns or microphones, is not permitted without prior University permission.
Individuals/organizations must clearly identify themselves and their affiliates. “Fronting” or making reservations for a third party is not allowed.
In requesting use of space on University grounds, the individual/organization is notified that University business and mission take priority and the University maintains a right to end or move an activity if there are substantial changes in the needs or size of the event or activity, or the event or activity interferes with the University mission and/or business. If an event must be moved, the University will make all reasonable efforts to accommodate a request by the individual/organization for a specific area, taking into consideration space and availability.
General Information
There are no rain locations for events.
Use of amplified sound for a scheduled activity or event in a designated area must have prior approval.
Use of facilities is restricted to the hours of 7:00 a.m. - 7:00 p.m. daily for a maximum of three (3) hours per scheduled event. Events are limited to a maximum of three (3) days. Two (2) groups may not occupy the same location simultaneously. Individuals/organizations that are approved for The Square cannot utilize more than two (2) locations within the area.
Designated Areas: In order not to disrupt the mission and operations of the University, demonstrations, rallies, peaceful assemblies, speak outs, etc., must be conducted in designated areas, including The Square, University Hill, and entry areas to both the Guerrieri Student Union and Commons Dining Building. These areas are high traffic areas that have been identified as less likely to interfere with University classes and operations. Individuals/organizations may request use of other areas of campus for their event, which will be considered by the Office of Facilities Reservations based on the needs of the specific event and the availability of appropriate space.
Individuals or organizations not affiliated with the University cannot reserve offices, classroom buildings, libraries, residence halls, dining facilities, and other similar spaces designated for a specific University use and central to the University’s operations and mission. In addition, activities such as soliciting, selling, petitioning, surveying, and publicizing are prohibited in these areas of the University.
